I read all the comments and do feel the same about Sify, its the worst connection. But here i have a imp info about Sify
customer care, i have a personal email address of Cutomer care Manager. Her name is Niroopa and her email id is -

She is really helpfull and gets the problem rectified quickely by going out of her way. I hope this info will be usefull
to you guys.

She is of no help either. The only help she offers is to arrange a conference with your area service provider. This i am telling based on my personal experience.
These people have no control over their area service providers.
My only suggestion to all is to never fall into SIFY TRAP.
